Executive Order No 204 “On National Goals and Strategic Objectives of the Russian Federation trough 2024” issued by Russian President Vladimir Putin May 7, 2018 was the major prerequisite to organize the “Power Grids” International Forum. The document set up a task to transform priority economic sectors, including the energy infrastructure, by developing digital technology and platform services.
Russia’s energy security doctrine approved by the Russian president May 14, 2019 became a logical development of the executive order and determined strategic objectives to ensure energy security of the state. Among the priorities are to localize production of foreign equipment and create domestic equivalents, to improve the legal and regulatory framework in energy, to ensure long-term and balanced price (tariff) adjustment for goods and services of natural monopolies and subjects.
